Safety, Security, Disaster and Operational Risk Management (SDORM)




The SDORM is part of the Multi-Country Unit and supports Country Offices in the America’s in the process of assuring quality in the development and implementation of Operational Risk Reduction, including staff safety and security and emergency preparedness and response.  The specialist will provide technical support and guidance in the process of continuous risk management, building capacity of staff and partners, developing relationships with humanitarian aid stakeholders and provide key support in resource mobilization and crisis response. The SDORM will be part of any decision making process to determine when and how to engage in light of an emergency response and/or a Safety and Security event.


S/he is required to strengthen and integrate DRR into program design, planning, and operations. To this effect s/he is required to support staff and partners by way of building their capacity, strengthen Program Models through risk management (DRR) mainstreaming and developing new grant proposals for DRR and emergency responses.


This position will provide technical support and develop preparedness and response plans, procedures and policy to manage organizational safety and security and operational risk.  This position will be responsible for cultivating new relationships, engage relevant networks and strengthen positioning for future grant and partnership opportunities. At the onset of a large-scale response or critical security incident, the supervision of the SSDOR may switch to either technical director as appropriate.


This position is required to travel at least 50% of the time and needs to be availability to be deployed at short notice (24hrs) for extended periods of time within and outside the region.

Job Responsibility1: Technical Support and Partnerships

  • Lead the integration of operational risk management (DRR and S&S) into all aspects of country office business.
  • Ensure country strategic plan includes a risk assessment in mind and that relevant procedures are implemented to mitigate risk and being prepared for likely disasters and events.
  • Ensure that all procedures and protocols as required by ChildFund’s Safety and Security Policy are in place.
  • Supervise the elaboration and monitor the implementation of Safety and Security Management Plans (SSMP)

·         Evaluate, monitor and review Program quality and effectiveness to ensure the strict compliance of humanitarian program activities with ChildFund’s national and global policies and procedures, with relevant donor regulations and agreements, and minimum humanitarian guidelines (e.g. SPHERE, Minimum Standards for Child Protection in Humanitarian Action)

·         Support the design, implementation and monitoring of recovery activities; designs transition strategy, phase out emergency activities and resilience building interventions.

  • Remain informed of developing trends, best practices and relevant analysis through active participation in networks, steering committees and the monitoring of various social media and information sharing platforms. Where it exists, the SRS will participate in the UN Saving Lives Together initiative.  
  • Coordinates with other Alliance members where appropriate rapid emergency and threat and risk assessments.


Job Responsibility 2: Program Skills and Competencies Development

  • Support and train staff on operational risk management and reduction, crisis and emergency preparedness and response.
  • Lead the identification and selection of partnerships needed for program support to Disaster and security risk management in the field.
  • Conduct skills and educational needs assessments within the region and undertake training to build capacity.
  • Document and share best practices and encourage and facilitate the same.


Job Responsibility 3: Resource Mobilization and Business Development

  • Identify funding opportunities and provide technical assistance in proposal development, including inputs to budget.
  • In coordination with the business development manager, identify opportunities and pipelines and seek intelligence through networks.


Job Responsibility 4: Communications and Report

  • Guide CO’s on high quality situational, and incident report formats and content, and when necessary produce said reports.
  • Assure CD’s have clear communication to staff in respect of safety and security behavior and risk management procedures.
  • Have regular (monthly) check in calls with Country Leadership Teams.
  • Provide detailed quarterly updates on CO risks status and regional risk analysis.
  • Is responsible for the timely communication of information updates, alerts and advise to CO’s.
  • Report on CO physical security implementation planning status.
  • Review and report periodically on preparedness and response procedures and protocols.


Job Responsibility 5: Logistics and Other Business

  • Advice CO’s on safety and security logistics and item procurement. 
  • Support the adaption of procurement, logistics and finance procedures to assure they are appropriate to the needs.
  • Monitor cost effectiveness and efficiencies with regards to safety and security logistics.
  • Perform any other duties related to staff safety and security as required by the Country Directors and the director of security.


Child Safeguarding:

  • Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable h/she to promote strong safeguarding practices, understand the child safeguarding policy and procedures and conduct self in a manner consistent with Child fund’s Child Safeguarding Policy.






·         Minimum 5 + years progressive work experience in international agencies in implementing and managing humanitarian responses, including building local capacity to assess design and manage programs.  

  • 3 years security management, information collection, analysis, investigations, assessments and reporting.



Practice assisting humanitarian or development organizations in safety and security programs.



Education / Training:


  • Bachelor’s degree in related fields. Education qualification may be relaxed against demonstrated operational experience of candidate.
  • Spanish / English language required. Portuguese considered and additional asset
  • Must be computer literate.
